Yes
There is no political will to reform corruption. Being an IAS you might have tried for it and it seems you could not. Then what about other low level administrators.
There must be agitation from public or from a social organisation. Ofcourse this also had remote chance since the fact remains there were no such morals.
Who bells the cat? God only knows!!!!!!!!!!!!

In our present education system the subject of 'morale' is missing.
If a person is taught the morales and ethic principles of a human being, it will helps a lot for building a good character. Good character will do much than stringint Laws/Rules
